Оmnibus package
Оmnibus package adopted by the EU is a package of legislative changes, bringing together amendments to several regulations at once with the aim of faster, coordinated and consistent change.
On 10 December 2025, the European Commission published its Omnibus Environment Package, which identified several areas where simplification could reduce delays, increase predictability and address concerns raised by industry and Member States.
The Omnibus introduces targeted amendments in the following key policy areas for Cefic:
- Industrial Emissions and Permits Directive - changes to the requirements for EMSs, transformation plans, transposition rules and technical alignment with related emissions legislation.
- Environmental Assessments - a new regulation introducing measures to speed up and streamline the procedures for environmental impact assessment and SEA.
- Waste Framework Directive and ROP – changes to SCIP reporting, ROP obligations, requirements for authorised representatives and harmonisation of reporting.
- Batteries Regulation – changes to definitions of producers, labelling requirements, disposal rules and reporting committees
